The Strategy for Disaster Risk Reduction and Emergency Preparedness and Response in the Asia – Pacific region for 2009-2015 is an initiative promoted by the National Institute of Civil Defence of Peru (INDECI), as the main governing and conductive institution of the National System of Civil Defence in Peru, as a contribution to the accomplishment of APEC Task Force for Disaster Preparedness and other partners common objectives to promote cooperation to manage emergency prevention to build capacity in APEC’ member economies to help mitigate the economic effects of disasters ; particularly on the economic dimensions of the Hyogo Framework for Action.This initiative considers the proposal of a Strategy preliminary outline drafted by a consultancy group according to previous TFEP commitments and APEC economies strategic lines to be put under consideration of the TFEP members and key partners.
DesAprender in coordination with the consultancy group provides TFEP members and key partners with this site to contribute to the consultation process and facilitate coordination for the achievement of common goals in order to build up together a final proposal to be considered by APEC economies and other stakeholders at the Emergency Management CEO Seminar to be held in Peru in August 2008, and to be further developed over the coming three years as a focus of the CEO Seminar group.

Several international organizations have proposed the integration of information systems as an essential issue which should be considered to be included among the coordination mechanisms. A significant added-value would be given to TFEP if the current regional actions taken (Central-America, South America, South East Asia) began setting up information-exchange mechanisms in:
- Early Warning Information Systems.
- Information Systems on disasters impact and management.
- Territorial Information Systems for risk reduction.

En el caso del TFEP, aportarÃa valor agregado significativo si acciones regionales existentes (Centroamerica, América del Sur, SurEste de Asia) puedan comenzar a establecer mecanismos de intercambio en:
- Sistemas de información sobre Alerta Temprana.
- Sistemas de información sobre impacto y gestión de desastres.
- Sistemas de información territorial para la reducción del Riesgo.

It is important to focus on the Hyogo Framework for Action (to avoid duplication of efforts) which gives us the tools to work on vulnerability reduction against natural disasters. The framework offers support to nations and communities to become more resilient towards hazards that risk their development.
Our institution The Centre of Training and Prevention for Emergency and Environmental Management S.O.S Vidas Peru since its creation in 1990 has been working and helping ALL initiatives that develop prevention and mitigation strategies; therefore, we will support the initiative of INDECI in Peru to develop the topics of training at the Macro Northern Region of Peru. Nevertheless, it is important to also focus on the social, environmental and human development perspective of this strategy and do not forget the adaptation to Climate Change.

Information system integration is based on the standardization and interoperability concepts; in that sense and from a technological point of view, important developments have been achieved at a global level allowing overcoming previously identified problems.
Existence, availability, organization and exchange of information users’ needs tailored continue being a limitation.
Global trends on the development of spatial data infrastructures – SDI (national and regional) resulted from limitations related to access, use and exchange of information and services to satisfy the users’ needs at different levels: sectoral, governmental and general public levels. The SDIs should be designed so that they ensure the information to be created, stored, updated and available most appropriately to users (inspire directive, 2008); that means, the need to set distributed systems.
Generally, the SDIs correspond to national efforts. The ISDs have a multi-proposal nature and include applications to support the design, development and implementation of disaster risk reduction strategies.
According to the above, and considering its specific field of action, the TFEP can support the development of strategic actions towards:
Capacity building (technical and technological): early warning systems (multi-sectoral and multi-proposal), information systems on impact and disaster management (information exchange proceedings), territorial information systems for disaster risk reduction (information analysis and generation)
Development of research programs (identification of needs of information for disaster risk reduction (risk management), technologies for the exchange of information, technologies to improve access and distribution)
Development of information generation programs
Definition of policies to generate and exchange information
